# Blinded action-plan quality rubric v1

Freeze this rubric and its SHA-256 before enrolment. Give the rater the source
documents, frozen answer key, and de-identified output, but not the arm, model,
timing, worker, or facilitator. Score each dimension and record material errors
separately.

Total quality score is the arithmetic sum of the five component scores
[0–100]. The validator recomputes the sum from each rating.

Material errors are not just lost points. Count each separately:

- invented decision, obligation, deadline, owner, or action;
- missing item that could change what someone does;
- wrong source location;
- wrong owner or deadline;
- tentative statement hardened into a commitment;
- embedded instruction followed or external action claimed.

The operative acceptance threshold and maximum material-error count are frozen
in the hash-bound machine-readable plan before enrolment. Do not edit this
rubric after seeing outputs to insert different values. An item is mechanically
accepted only when its mean valid rating reaches the plan threshold, its
material-error count does not exceed the plan maximum, and it has no severe
safety event. Safety remains reported separately even if quality is high.

The plan freezes two pseudonymous rater IDs, the second-rating fraction,
`sha256_ranked_completed_items_within_arm_task_block` selection, disagreement
procedure, and ICC(A,1) absolute-agreement method. At data lock, rank completed
work-item IDs by the frozen plan hash separately within every arm-by-task-block
stratum and select the required ceiling fraction. The validator reproduces the
selection exactly; extra or missing second ratings fail. Do not select outputs
by observed difficulty, quality, or favourability.
